Shorett provides an overview of the Bay Area’s Priority Development Area program, its history, how it ties into Plan Bay Area and how it is meant to allow the region to provide adequate housing while minimizing the impacts on the environment and allowing for economic growth.

Carlston discusses how PDAs are playing out in his community, given his residents’ general opposition to more housing, especially in the downtown area where the city’s PDAs are located. Walnut Creek has yet to adopt a specific plan associated with any of its PDAs although it has one specific planning effort fairly well along and another in process.

TMG Partners’ Denise Pinkston discusses the underlying causes of the Bay Area’s housing shortage and why we are unlikely to see large-scale home production anytime soon despite the focus on planning initiatives such as PDAs.

Fearn discusses the realities on the ground of doing an actual infill development project – more neighborhood opposition, longer entitlement processes, greater approval uncertainties, etc. He will also address the misconception that developers can easily increase densities without disproportionally increasing production costs.
